Aqua Maine, Inc., which serves about 2,400 customers in Skowhegan, filed a water rate increase request with the commission for its Skowhegan Division on Friday. The Skowhegan water system is one of 20 Maine water or wastewater systems owned or operated by Aqua Maine.

(In my opinion)
Friends of Locally Owned Water (FLOW) doesn’t automatically translate into desiring a ”government take-over” of any and/or all investor-owned utility companies in Florida.

Any type of water utility that provides Quality of Service to it’s “customers”, at reasonable rates, is just ‘peachy-keen’.

What bothers me is when “customer service” is thrown out the window, and replaced with “rate-payer” pillage, and lack of legislative over-sight.

Initially, I wasn’t “up to speed” on how things are done in Florida, so I thought AUF was the cause of all our problems.  And I said, “Let’s get them out of Florida!”  However, over time, I’ve come to understand they aren’t the cause, but rather, just a part of the multi-faceted problem.

That being said, AUF’s business model is unsustainable.  It reminds me of a dying patient on “life support” equipment.  They survive in Florida, only because of a Legislature that makes it so.

Granted, they should be insured a proper environment to conduct their business, but “propping up” an investor-owned” utility, that purposely acquires service areas that will never make a profit on their own, is beyond comprehension.

That might’ve been a brilliant idea several years ago, but so was depending on foreign oil!

AQUA Plays Hardball: Unnecessary Deposition of Ratepayer Increases Rate Case Expense?

While AUF is quick to blame Public Counsel for increasing the cost of the pending rate case by seeking unnecessary discovery, AUF is now seeking to have AUF ratepayers pay for the significant legal expense of taking my deposition:

AUF (May) – Notice of taking deposition of David L. Bussey on 4/27/11 at 2:00 p.m., offices of Holland & Knight LLP, 2115 Harden Blvd., Lakeland.

Does this unnecessary action make AUF guilty of the same thing they have just accused Public Council of doing? To date, AUF has not sought to depose any other party to the pending rate case. Why do they now want to suddenly depose a AUF ratepayer?

Is Aqua angered that a ratepayer would properly seek to disqualify Commissioner Graham from the rate case because he admitted to having a conversation over drinks with Aqua while the rate case was pending before him as the prehearing officer?

What is the true motivation for this expensive fishing expediation by AUF?

Is this a hardball tactic to intimidate AUF customers from speaking out against water quality issues and unafforable rates?

Or, is this really just another attempt for AQUA to rush to the defense of Commissioner Graham at the expense of AUF ratepayers?

“It ain’t over, til it’s over!”

I think it is so easy to lose sight of what we’re trying to accomplish. We tend to get so caught up in what we’re doing, that we overlook the urgent task in front of us.

Personally, I think we need to stay focused on what we can do between now and May 24th, 2011, to affect a positive outcome for AUF rate-payers. I hope we’re all on the same page with this.

I think we need to be ready to seize whatever opportunities become available to us, along the way to that meeting.

FOCUS ON toppling Commissioner Art Graham from Rate Case #100330-WS. We have a much more favorable outcome, if he is sitting on the sidelines. (Please contact every Senator on the committees listed below, and speak out.)

FOCUS ON killing S.B. 950 in “committee”. This is a Legislative TAX, and an open door for “uncontrollable” rate increases. (Once again, please contact the Senators on the committees listed below, and let them know how you feel.)

We’re dealing big business, lobbyists, bureaucrats, politicians, and their law firms. They want to do business “as usual”. We have to interfere in their “as usual” process; we have to get their attention whenever possible.

All that being said, I want to encourage you all to do what you can to fight for your own local issues, here in Zephyrhills, and for the rest of Pasco County. And also, for all the AUF rate-payers across the state of Florida.

Upcoming opportunities to be heard:

Apr 11, 2011 – Senate Rules Committee will continue “confirmation” process of new PSC Commissioners, including Art Graham. (this committee deals with ethics matters)

Five (5) of these fourteen (14) Senators already gave Mr. Graham a “free pass”, on the Communications, Energy and Public Utilities Committee, last week.

This committee must listen to “the rest of the story” before they vote.  Let them know how you feel.

Also, on the same day, the above referenced “utilities” committee will be voting on S.B. 950.

This bill, if it becomes law, will circumvent everything we are trying to do to protect Florida rate-payers, especially AUF rate-payers.

This is the committee I spoke to last week.  We need to let these Senators know how dis-satisfied with are with this legislation.

The water meters were changed out and left hanging in the air for over the last two years uninsulated, which I have complained about to no avail. Not a lot of fun going out in 20 degree weather at 5am to unfreeze it, three different times.
